Scope:  The Senior Acquisition Specialist, Aviation FMS position is located within the TAPO MH-47 Program Office at Joint Base Langley Eustis, VA.  The position requires subject matter expertise in the application of Government contracting principles, procurement strategy, and the Federal Acquisition Regulation (FAR).  The position is responsible to plan, develop and establish the procurement strategy for the overall acquisition program for the FMS Program Office.

Responsibilities:

  • Develop, coordinate & obtain approval of complete contract requirement packages (CRPs).  This includes Justification & Approvals (J&A), Acquisition Plan, Acquisition Strategy, Independent Government Cost Estimate (IGCE) and other documents.
  • Develop and maintain current acquisition plans, appropriate milestone charts and manage related project schedules.
  • Recommend to program officials of the procurement objectives to be used, and assist in the preparation of statements of works, determination and findings and solicitation documents.
  • Develop new or innovative contracting approaches to arrive at an equitable contract arrangement.
  • Provide acquisition package development and contract monitoring support for various weapon, mission equipment, and services programs.
  • Assist in developing performance work statements and other contract documentation for various types of contracts and other procurement actions.

Scope:  Serve as special projects coordinator for the MH-47ER Release to Service (RTS) process.  In this capacity, provide subject matter expertise and managerial support in the ongoing coordination, data mining, document review and general collaboration to support and reduce applicable FMS programmatic risk associated with obtaining the United Kingdom’s MH-47ER’s Release to Service.  Duties span broad and various elements of Air Worthiness Releases (AWRs), MH-47G Standardization Publication, Instructor Pilot/Maintenance Instructor Pilot levels of M-47G comprehension, Fully Mission Qualified (FMQ) levels of operational employment of the airframe, and general comprehension of airframe acquisition and logistics.  This position requires the incumbent to be able to exercise a wide range of technical expertise and knowledge to plan, develop, implement, review, analyze, measure, and improve all aspects of the FMS project office’s support of the UK Release to Service approval requirements.

 

Responsibilities:

  • Serve as senior advisor to the FMS project offices on all matters affecting the MH-47ER Release to Service
  • Maintain a strong comprehension of MH-47ER airframe acquisition and logistics including requirements determination, systems integration and logistics
  • Evaluate RTS priorities in relation to strategic plans
  • Provide executive-level staffing actions and briefings associated with the RTS process
  • Conduct independent or coordinated studies to identify, evaluate, or recommend solutions to significant RTS challenges.
  • Perform routine clerical, administrative tasks

 

Education and Experience Required:

  • Ability to obtain/maintain a Top Secret/SCI security clearance.
  • Bachelor’s degree in Business, Engineering, or an Aviation discipline.

  • Assist in describing system conditions and operational environments that may impact meeting User identified required capabilities.
  • Identify, analyze, and conduct trade-off support considerations with other system cost, schedule and performance elements to arrive at an optimum balance of system requirements that meet the User’s operational and readiness requirements.
  • Analyze systems that may no longer meet operational needs, or can be substantially improved in capability, or are no longer affordable to operate.
